Villanueva, Misamis Oriental – The Misamis Oriental Police Provincial Office (MORPPO) has reiterated its commitment to ensuring that all checkpoint operations across the province are conducted in an orderly, professional, and legal manner. According to Police Colonel Wilbur M. Salaguste, Director of MORPPO, these checkpoints are part of a comprehensive strategy designed not only to enforce the election gun ban but also to maintain public safety and prevent crime in the region.
“It comes with our mandate and in accordance with law that our police officers manning checkpoints strictly observe the plain view principle. It's not only because of the election gun ban that we implement this procedure but as a deterrent to crime,” said Col. Salaguste during an exclusive interview with the Mindanao Reporter. He emphasized that these checkpoints are essential for maintaining peace and order, especially during the election period when the risk of election-related violence is heightened. However, he also pointed out that the purpose of these checkpoints goes beyond the election period and serves as a long-term deterrent to criminal activities such as illegal firearms possession, drug trafficking, and other forms of lawlessness. Salaguste further explained that the implementation of these measures is part of their ongoing efforts to ensure public safety, adding that law enforcement operations, including checkpoints, have proven to be effective in reducing the number of firearms and other contraband in circulation.
"Our efforts have already yielded positive results, including the confiscation of several firearms in just the past week alone," Salaguste disclosed. He pointed out that these firearms were seized through diligent monitoring and the careful observation of police officers stationed at various checkpoints across the province. According to Salaguste, this is just one example of how these operations are making a tangible impact on reducing the presence of illegal firearms, which in turn helps to maintain peace and stability within local communities.
While checkpoints remain an important tool in the fight against crime, Salaguste highlighted that these operations are conducted with a strong emphasis on adhering to legal protocols and ensuring that the rights of the citizens are respected. "We are fully committed to the principles of transparency and accountability in every aspect of our operations," he stated. In situations where officers have probable cause or receive intelligence reports about suspicious activities, Salaguste assured that his team would not hesitate to apply for search warrants to further investigate and act on these concerns. He emphasized that obtaining search warrants is crucial to maintaining the integrity of their operations and ensuring that they act within the bounds of the law. However, Salaguste made it clear that in cases where illegal contraband or firearms are clearly visible or come into plain view during routine checkpoint operations, officers are authorized to take immediate and decisive action to confiscate these items.
This principle is rooted in both the need for public safety and the legal requirements of law enforcement to act swiftly when confronted with evidence of criminal activity. “If firearms or illegal items are seen in plain view, we will act immediately. We cannot afford to wait,” Salaguste asserted. He emphasized that prompt action is critical in preventing any potential threats to public security and safety.Salaguste emphasized the crucial role of public cooperation in maintaining law and order, urging motorists and passengers to report any instances of misconduct or unprofessional behavior by checkpoint personnel to the nearest police station for appropriate action. He stressed that law enforcement must always act with professionalism and respect for citizens' rights. In outlining key guidelines for effective checkpoint operations, Salaguste highlighted the importance of well-lit, clearly marked checkpoints with visible signage and uniformed officers to ensure transparency and public confidence. He further emphasized that checkpoints are a collaborative effort between law enforcement and the community to enhance safety, especially with the upcoming elections. Salaguste reassured the public that the police would continue to uphold their duties with professionalism, integrity, and a commitment to protecting citizens' rights.
