PRO-10's Civil Security Unit Cites Gains In Implementation Of Firecrackers And Explosives Law

JANUARY 7, 2026, Misamis Oriental Police Provincial Office_ The 10th Regional Civil Security Unit, RCSU, Wednesday outlined their accomplishments and plans for the implementation of Republic Act 7183, otherwise known as the firecrackers and pyrotechnics law during the recent Yuletide season and for this coming 2026 holiday celebrations.
Dubbed as "Ligtas Kapaskohan", the RCSU is tasked to enforce pertinent provisions of the firecracker code for the 2026 Christmas revelry in coordination with other government agencies like the Bureau of Fire Prevention, the Department of Health and the Department of Education, among others.
In a press presentation, RCSU-10 Chief, PCol. Jeffrey B. Bilaro outlined the accomplishments of his unit during the recent holidays and displayed confiscated firecrackers which were later destroyed. These items were found as not compliant with safety standards and regulatory requirements as mandated by law. Bilaro however commended responsible fireworks sellers for their cooperation and compliance with safety regulations which play a crucial role in preventing accidents and injuries during the holiday season and is optimistic that the same values will be replicated this year.

The RCSU's mandate is the licensing of qualified civilian security agencies, gun safety and handling trainings, marksmanship exercises, registration and Issuance of licenses to own, operate and possess firearms, registration and licensing of security personnel, require strict neurological examinations of applicants, evaluate security threats and issue permits to carry firearms for qualified civilians and retired military and police officers and provide VIP security services. The proper storage and handling of explosives and munition are included in RCSU's mission, to add also the licensing and monitoring of security agencies, their firearms and ammunition, and private detection firms.
