DOST-10 And BJMP-X Sign MOA For Socio-Economic Reintegration Of Persons Deprived Of Liberty

September 4, 2025,Cagayan de Oro City_A Memorandum of Agreement was signed Thursday between the 10th Regional Offices of the Department of Science and Technology, DOST, and the Bureau of Jail Management and Penology, BJMP, to strengthen the socio-economic reintegration of persons deprived of liberty or PDLs.

Signing the MOA for DOST-10 Regional Director Engineer Romela N. Ratilla was Assistant RD Engineer Ruel Vincent C. Banal and for the BJMP-X was Jail Chief Superintendent Felixberto S. Jagorin,Jr.

ARD Banal said that the program includes skills training and enterprise development for PDLs in Valencia City in Bukidnon and in the island province of Camiguin. He added that male PDLs in Valencia City have been enjoined to avail of this livelihood opportunity while PDLs in Camiguin will be trained in Malunggay Cookie Production, supported by the University of Science and Technology of Southern Philippines, USTP.

For his part, BJMP RD Jagorin expressed their Bureau's gratitude for this endeavor saying that PDLs can learn livelihood skills, earn while in detention and apply their new capacities once they rejoin society.

Present during the MOA signing were Ms. Ritchie Mae L. Guno, Director of Bukidnon's Science and Technology Office, STO, Director Joanne Katherine R. Banaag of Camiguin's STO, Jail Chief Inspector Shodji R. Labis, Valencia City Warden, and Acting Jail Warden Senior Jail Officer 3 Nathaniel A. Ajon of Mambajao. Also in attendance were Ms. Felicidad V. Patane, ARD, DOST-10 Finance and Administration, Engineer Mark Anthony T. Galon, DOST-10 PDIM Unit Head, DOST-10 staff and BJMP-X officers.
