Cagayan de Oro City Hall to Update Land Use Plan, Focus on Business District Development

Cagayan de Oro City, January 27, 2025 — The Cagayan de Oro City government is set to update key provisions of its Comprehensive Land Use Plan (CLUP) this week, with a focus on major developments within the city’s urban district. This comes after a productive meeting on January 24, where city officials, department managers, and representatives from national government agencies, along with the Land Use Committee of the Regional Development Council (RDC-10), convened to discuss the city's growth strategies.

Mylah Faye Cariño, Regional Director of the National Economic Development Authority (NEDA-10), highlighted ongoing efforts to establish a northern Mindanao regional government center near Laguindingan Airport. The planned relocation of several government offices is part of an initiative to ease congestion in Cagayan de Oro’s central business district, especially with the impending takeover of the airport's operations by Aboitiz InfraCapital Inc. later this year.

Cariño also referenced the P2.5 billion joint venture agreement between the Provincial Capitol of Misamis Oriental and developer A. Brown Co. Inc. The agreement aims to transform part of the Capitol’s compound into a mixed-use complex, a move expected to further alleviate the pressure on the city’s urban core.

As part of the meeting’s outcomes, Cariño called for a workshop between the City Planning and Development Office (CPDO) and the Department of Human Settlements and Urban Development (DHSUD) to refine proposals for updating the city’s development plans. The goal is to maximize the use of central business district areas for both livable spaces and commercial development, creating a more balanced and sustainable urban environment for Cagayan de Oro residents and businesses.

The updates to the CLUP reflect the city’s commitment to managing its rapid growth while enhancing the livability and functionality of its urban core.
