MANILA, Philippines — A group of petitioners, led by former Executive Secretary Victor Rodriguez and Davao City 3rd District Rep. Isidro Ungab, filed a case before the Supreme Court challenging the constitutionality of Republic Act 12116, also known as the General Appropriations Act (GAA) of 2025. The petitioners argued that the 2025 GAA violates several key provisions of the 1987 Philippine Constitution.
The petition focuses on three main areas of contention. First, it claims that RA 12116 undermines the constitutional right to health by significantly reducing the budget allocation for the Philippine Health Insurance Corporation (PhilHealth). It argued that this jeopardized the government's ability to provide universal healthcare to Filipinos, a cornerstone of health policy under the Constitution.
